Er forderte mehr europäische Geschlossenheit, Realismus und eine stärkere Eigenverantwortung für die eigene Sicherheit. Zugleich warnte Merz vor wachsendem Druck aus den USA unter Donald Trump. Zudem sprach er sich für Mark Carney aus und plädierte für ein stärkeres, souveräneres Europa innerhalb der NATO.
